✅Answer: Many attributes and characteristics of a true scholar have been mentioned in the narrations, but to not leave this question unanswered, a few are mentioned:

1 عَنْ عُمَرَ بْنِ حَنْظَلَةَ عَنْ أَبِي عَبْدِ اللَّهِ فِي حَدِيثٍ طَوِيلٍ فِي رَجُلَيْنِ مِنْ أَصْحَابِنَا بَيْنَهُمَا مُنَازَعَةٌ فِي دَيْنٍ أَوْ مِيرَاثٍ قَالَ يَنْظُرَانِ إِلَى مَنْ كَانَ مِنْكُمْ قَدْ رَوَى حَدِيثَنَا وَ نَظَرَ فِي حَلَالِنَا وَ حَرَامِنَا وَ عَرَفَ أَحْكَامَنَا فَلْيَرْضَوْا بِهِ حَكَماً فَإِنِّي قَدْ جَعَلْتُهُ عَلَيْكُمْ حَاكِماً..

Translation: In a hadith, Imam Al-Sadiq (peace be upon him) said regarding two people who have a dispute and conflict over a claim or an inheritance: 'These two must look at whoever among you narrates our hadith and looks and considers with care in what is lawful and unlawful and knows our rulings; they should be content with him as a judge, for indeed I have appointed him as a judge over you...'

2 عن الصادق فی حدیث قال... وَ مَنْ أَفْتَی النَّاسَ وَ هُوَ لَا یَعْلَمُ النَّاسِخَ مِنَ الْمَنْسُوخِ وَ الْمُحْکَمَ مِنَ الْمُتَشَابِهِ فَقَدْ هَلَکَ وَ أَهْلَکَ

Translation: Imam Al-Sadiq (peace be upon him) said in a hadith: 'Whoever gives a fatwa to people while he does not distinguish the abrogating from the abrogated and the clear from the ambiguous, he has certainly destroyed himself and has (also) destroyed others.'

3 عَنْ أَبِی جَعْفَرٍ علیه السلام قَالَ قَالَ أَمِیرُ الْمُؤْمِنِینَ علیه السلام أَ لَا أُخْبِرُکُمْ بِالْفَقِیهِ حَقّاً قَالُوا بَلَی یَا أَمِیرَ الْمُؤْمِنِینَ قَالَ مَنْ لَمْ یُقَنِّطِ النَّاسَ مِنْ رَحْمَةِ اللَّهِ وَ لَمْ یُؤْمِنْهُمْ مِنْ عَذَابِ اللَّهِ وَ لَمْ یُرَخِّصْ لَهُمْ فِی مَعَاصِی اللَّهِ وَ لَمْ یَتْرُکِ الْقُرْآنَ رَغْبَةً عَنْهُ إِلَی غَیْرِهِ أَلَا لَا خَیْرَ فِی عِلْمٍ لَیْسَ فِیهِ تَفَهُّمٌ أَلَا لَا خَیْرَ فِی قِرَاءَةٍ لَیْسَ فِیهَا تَدَبُّرٌ أَلَا لَا خَیْرَ فِی عِبَادَةٍ لَیْسَ فِیهَا تَفَقُّهٌ

Translation: Amir al-Mu'minin (peace be upon him) said: 'Shall I not inform you of the true jurist?' They said: 'Yes, O Amir al-Mu'minin.' He said: 'He is the one who does not make people despair of the mercy of Allah and does not make them feel safe from the punishment of Allah, and does not permit them to disobey Allah, and does not abandon the Qur'an for something else out of a lack of desire for it. Be aware that there is no good in knowledge that has no understanding. Be aware that there is no good in recitation that has no reflection. Be aware that there is no good in worship that has no jurisprudence.'

4 عَنْ أَبِی عَبْدِ اللَّهِ علیه السلام قَالَ: إِنَّ أَبَا جَعْفَرٍ علیه السلام سُئِلَ عَنْ مَسْأَلَةٍ فَأَجَابَ فِیهَا فَقَالَ الرَّجُلُ إِنَّ الْفُقَهَاءَ لَا یَقُولُونَ هَذَا فَقَالَ لَهُ أَبِی وَیْحَکَ إِنَّ الْفَقِیهَ الزَّاهِدُ فِی الدُّنْیَا الرَّاغِبُ فِی الْآخِرَةِ الْمُتَمَسِّکُ بِسُنَّةِ النَّبِیِّ صلی الله علیه و آله

Translation: Imam Al-Sadiq (peace be upon him) said: 'A question was asked to Imam Al-Baqir (peace be upon him) and the Imam answered. The person said: 'The jurists do not say this!' My father said: 'Woe to you, indeed the (true) jurist is the one who is ascetic in the world and desirous of the hereafter and clings to the tradition of the Prophet (peace be upon him and his family).'

5 قَالَ النَّبِیُّ إِنَّمَا الْعِلْمُ ثَلَاثَةٌ آیَةٌ مُحْکَمَةٌ أَوْ فَرِیضَةٌ عَادِلَةٌ أَوْ سُنَّةٌ قَائِمَةٌ وَ مَا خَلَاهُنَّ فَهُوَ فَضْلٌ

Translation: The Messenger of Allah (peace be upon him and his family) said in a hadith: 'Indeed, knowledge is three things: a clear verse, an just obligation, and an established tradition, and other than these are a surplus.'

6 Imam Al-Sadiq (peace be upon him) said: 'Luqman said to his son: 'There are three signs for a scholar: knowledge of Allah, (knowledge of) what Allah loves, and knowledge of what Allah dislikes.'

7 عَنْ أَبِی عَبْدِ اللَّهِ قَالَ کَانَ أَمِیرُ الْمُؤْمِنِینَ یَقُولُ یَا طَالِبَ الْعِلْمِ إِنَّ لِلْعَالِمِ ثَلَاثَ عَلَامَاتٍ الْعِلْمَ وَ الْحِلْمَ وَ الصَّمْتَ

Amir al-Mu'minin (peace be upon him) used to say: 'O seeker of knowledge, indeed a scholar has three signs: knowledge, forbearance, and silence.'

✅Although asceticism, actions, forbearance, and many other attributes have been enumerated for a true scholar in the narrations, knowledge of the lawful and the unlawful, and the rulings and law of the Ahl al-Bayt (peace be upon them), and the knowledge of distinguishing the abrogating from the abrogated and the clear from the ambiguous and other such matters are also necessary and essential for a person to be considered a scholar and a jurist. And both of these, meaning sufficient awareness of the Qur'an and the knowledge of the Ahl al-Bayt (peace be upon them) and alongside it the good attributes of asceticism towards the world and desire for the hereafter and many other attributes, are necessary for a person to be considered a true scholar and jurist.
