Question 2039: Given the economic disparity between us and some Arab countries, is it permissible to sell goods to Arab tourists and pilgrims at two or more times the Iranian market price because the price difference is negligible for them due to the value of their currency?

✅ Answer: Consider the following narrations:

1⃣ Imam Sadiq (peace be upon him) said to Umar ibn Yazid in a narration:

یَا عُمَرُ قَدْ أَحَلَّ اللَّهُ الْبَیْعَ وَ حَرَّمَ الرِّبَا

O Umar, indeed Allah has made buying and selling permissible and has forbidden usury...

2⃣ Also, Imam Sadiq (peace be upon him) said to Suma'ah in a narration:

إِنَّ اللَّهَ تَبَارَکَ وَ تَعَالَی یَقُولُ لا تَأْکُلُوا أَمْوالَکُمْ بَیْنَکُمْ بِالْباطِلِ إِلَّا أَنْ تَکُونَ تِجارَةً عَنْ تَراضٍ مِنْکُمْ

Translation: Indeed, Allah, Blessed and Exalted, says: Do not consume one another's wealth unjustly, except through trade and buying and selling by mutual consent...

3⃣عن أبي عبداللَّه قال : غَبْنُ الْمُسْتَرْسِلِ سُحْتٌ

Imam Sadiq (peace be upon him) said: Causing harm to a trusting person is illicit gain (suht)!

4⃣عَنْ عَمْرِو بْنِ جُمَیْعٍ عَنْ أَبِی عَبْدِ اللَّهِ قَالَ: غَبْنُ الْمُسْتَرْسِلِ رِبًا.

Imam Sadiq (peace be upon him) said: Causing harm to a trusting person (in a transaction) is usury!

5⃣عن أَبِي عبداللَّه قَال: إِنَّ اللَّهَ عَزَّ وَ جَلَّ وَكَّلَ بِالسِّعْرِ مَلَكاً فَلَنْ يَغْلُوَ مِنْ قِلَّةٍ وَ لَنْ يَرْخُصَ مِنْ كَثْرَة

Imam Sadiq (peace be upon him) said: Indeed, Allah, the Mighty and Exalted, has appointed an angel over prices, so goods are neither made expensive due to scarcity nor cheap due to abundance!

6⃣عن علي بن الحسين قَالَ: إِنَّ اللَّهَ عَزَّ وَ جَلَّ وَكَّلَ بِالسِّعْرِ مَلَكاً يُدَبِّرُهُ بِأَمْرِهِ

Imam Sajjad (peace be upon him) said: Indeed, Allah, the Mighty and Exalted, has appointed an angel over prices to manage them by divine command!

✅ Based on the above narrations and others, Allah, the Mighty and Exalted, has appointed an angel over prices to manage them by divine command. Thus, every item has a specific price range in the market, and the seller is obligated to sell within this range. If a seller harms a trusting person unaware of the price by selling goods at an exorbitant price outside the market range, it is illicit (suht), forbidden, and considered usury, whether the buyer is a wealthy tourist or a poor local!

Therefore, there is no permission for sellers to sell their goods to Arab tourists at prices higher than the market rate, unless the buyers are aware of the usual market price and willingly agree to purchase at the stated price. In such a case, the transaction is conducted with mutual knowledge and consent, and there is no issue, even if the goods are sold at several times the market price.

اللَّهُمَّ صَلِّ عَلَی مُحَمَّدٍ وَ آلِ مُحَمَّدٍ وَ عَجِّلْ لِوَلِیِّکَ الْفَرَجَ وَ الْعَافِیَةَ وَ النَّصْر
