Question 1903: If a believer and Shi'a from other lands seeks refuge in our land, can we turn him away?

✅ Answer: Please refer to the following narrations:

1⃣عن أبی بصیر عن أبی عبداللَّه قال: أَیُّمَا رَجُلٍ مِنْ شِیعَتِنَا أَتَی رَجُلًا مِنْ إِخْوَانِهِ فَاسْتَعَانَ بِهِ فی حَاجَتِهِ فَلَمْ یُعِنْهُ و هُوَ یَقْدِرُ إِلَّا ابْتَلَاهُ اللَّهُ بِأَنْ یَقْضِیَ حَوَائِجَ عِدَّةٍ مِنْ أَعْدَائِنَا یُعَذِّبُهُ اللَّهُ عَلَیْهَا یَوْمَ الْقِیَامة

📚 Al-Kafi, Vol. 2, p. 366

Imam Sadiq (peace be upon him) said: If any of our Shi'a comes to one of his brothers and seeks help for his needs, but the brother, despite being able, does not assist him, Allah will afflict him by making him fulfill the needs of some of our enemies, for which Allah will punish him on the Day of Judgment.

2⃣عن عَلِیِّ بن جَعْفَرٍ عن أَبی الْحَسَنِ قال سَمِعْتُهُ یَقُولُ مَنْ قَصَدَ إِلَیْهِ رَجُلٌ مِنْ إِخْوَانِهِ مُسْتَجِیراً بِهِ فی بَعْضِ أَحْوَالِهِ فَلَمْ یُجِرْهُ بَعْدَ أَنْ یَقْدِرَ عَلَیْهِ فَقَدْ قَطَعَ وَلَایَةَ اللَّهِ عَزَّوَجَلَّ

Ali ibn Ja'far said: I heard Imam Kazim (peace be upon him) say: If someone turns away a brother who comes to him seeking refuge during difficult times, while he is capable of helping, he has certainly severed the guardianship of Allah, the Almighty.

3⃣عن عبیداللَّه بْنِ الْوَلِید الْوَصَّافِیِّ قال سَمِعْتُ أَباجَعْفَر یَقُولُ إِنَّ فِیما نَاجَی اللَّهُ عَزَّوَجَلَّ بِهِ عَبْدَهُ مُوسَی قَالَ إِنَّ لِی عِبَاداً أُبِیحُهُمْ جَنَّتِی و أُحَکِّمُهُمْ فِیهَا قال یا رَبِّ و مَنْ هَؤُلَاءِ الَّذِینَ تُبِیحُهُمْ جَنَّتَکَ وَ تُحَکِّمُهُمْ فِیهَا قَالَ مَنْ أَدْخَلَ عَلَی مُؤْمِنٍ سُرُوراً ثُمَّ قَالَ إِنَّ مُؤْمِناً کَانَ فِی مَمْلَکَةِ جَبَّارٍ فَوَلَعَ بِهِ فَهَرَبَ مِنْهُ إِلَی دَارِ الشِّرْکِ فَنَزَلَ بِرَجُلٍ مِنْ أَهْلِ الشِّرْکِ فَأَظَلَّهُ وَ أَرْفَقَهُ و أَضَافَهُ فَلَمَّا حَضَرَهُ الْمَوْتُ أَوْحَی اللَّهُ عَزَّوَجَلَّ إِلَیْهِ و عِزَّتِی وَ جَلَالِی لَوْ کَانَ لَکَ فِی جَنَّتِی مَسْکَنٌ لَأَسْکَنْتُکَ فِیهَا و لَکِنَّهَا مُحَرَّمَةٌ عَلَی مَنْ مَاتَ بِی مُشْرِکاً وَ لَکِنْ یَا نَارُ هِیدِیهِ و لَا تُؤْذِیهِ وَ یُؤْتَی بِرِزْقِهِ طَرَفَیِ النَّهَارِ قُلْتُ مِنَ الْجَنَّةِ قَالَ مِنْ حَیْثُ شَاءَ اللَّهُ

Wasafi said: I heard Imam Baqir (peace be upon him) say: One of the confidential conversations between Allah and Prophet Moses (peace be upon him) included this: 'Indeed, I have servants to whom I will make My paradise permissible, and I will appoint them as rulers within it!' Moses (peace be upon him) asked, 'O Lord! Who are those for whom you make paradise permissible and appoint as rulers within it?' Allah, the Exalted, replied: 'Those who bring joy to a believer’s heart!'

Then he said: 'Indeed, a believer was in the land of a tyrant, and the tyrant humiliated and disgraced him. The believer fled to the land of polytheists and sought refuge with a man among them, and that polytheist provided him shelter, showed him kindness, and hosted him.'

When that polytheist was near death, Allah, the Almighty, revealed to him: 'By My honor and glory, if there were a place for you in My paradise, I would certainly grant it to you, but paradise is forbidden for anyone who dies in a state of shirk (associating partners with Allah). However, O Fire! Scare him, but do not harm him! And his sustenance will be provided for him morning and evening!' I asked, 'From paradise?' He replied: 'From wherever Allah wills!'

4⃣عن جَعْفَرِ بْنِ مُحَمَّدٍ عن أَبِیهِ عنِ النَّبِیِّ قال اللَّه تعالی الْمُؤْمِنُونَ إِخْوَةٌ یَقْضِی بَعْضُهُمْ حَوَائِجَ بَعْضٍ و أَقْضِی حَوَائِجَهُمْ یَوْمَ الْقِیَامَة

📚 Musadaqat al-Ikhwan, p. 54

Imam Sadiq (peace be upon him) narrated from his father that the Prophet (peace be upon him) said: Allah, the Exalted, says: 'Believers are brothers to one another, fulfilling each other's needs, and I will fulfill their needs on the Day of Judgment!'

✅ Based on the verses of the Quran and the above narrations, believers and Shi'as are considered brothers and are obligated to fulfill each other's needs. If a believer and Shi'a from any part of the world seeks refuge with us due to persecution by enemies of the Ahlul Bayt (peace be upon them), economic hardship, or other reasons, we are obligated to provide him shelter, support, and fulfill his needs, regardless of his country or nationality. Whoever refuses to give refuge to a Shi'a believer, citing any excuse, has severed the guardianship of Allah, even if he belongs to a different race than ours.
