✅ Answer: Please consider the following narrations :

2⃣عَنِ الْحُسَیْنِ بْنِ عبداللَّهِ بْنِ ضَمْرَةَ عَنْ أَبِیهِ عَنْ جَدِّهِ عَنْ عَلِیِّ بْنِ أَبِی طَالِبٍ أَنَّهُ قَالَ: رَفَعَ الْحَدِیثَ إِلَی رَسُولِ اللَّهِ أَنَّهُ مَرَّ بِالْمُحْتَکِرِینَ فَأَمَرَ بِحُکْرَتِهِمْ أَنْ تُخْرَجَ إِلَی بُطُونِ الْأَسْوَاقِ وَ حَیْثُ تَنْظُرُ الْأَبْصَارُ إِلَیْهَا فَقِیلَ لِرَسُولِ اللَّهِ لَوْ قَوَّمْتَ عَلَیْهِمْ فَغَضِبَ رَسُولُ اللَّهِ حَتَّی عُرِفَ الْغَضَبُ فِی وَجْهِهِ فَقَالَ أَنَا أُقَوِّمُ عَلَیْهِمْ إِنَّمَا السِّعْرُ إِلَی اللَّهِ یَرْفَعُهُ إِذَا شَاءَ وَ یَخْفِضُهُ إِذَا شَاءَ.

📚 Al-Tahzib, Vol. 7, p. 161

Amir al-Mu'minin (peace be upon him) said: The Messenger of Allah (peace be upon him and his family) passed by hoarders and ordered that their hoarded goods be brought out into the marketplaces in such a way that people could see it like a fountain.

Then it was said to the Messenger of Allah (peace be upon him): If only you had set a price for them! The Messenger of Allah (peace be upon him and his family) became angry to the extent that anger was evident on his face and said: Should I set a price for them?! Verily, prices are in the hands of Allah; He raises them when He wills and lowers them when He wills!

2⃣مُحَمَّدٌ عَنْ أَحْمَدَ عَنْ مُحَمَّدِ بْنِ سِنَانٍ عَنْ حُذَیْفَةَ بْنِ مَنْصُورٍ عَنْ أَبِی عَبْدِ اللَّهِ قَالَ: نَفِدَ الطَّعَامُ عَلَی عَهْدِ رَسُولِ اللَّهِ فَأَتَاهُ الْمُسْلِمُونَ فَقَالُوا یَا رَسُولَ اللَّهِ قَدْ نَفِدَ الطَّعَامُ وَ لَمْ یَبْقَ مِنْهُ شَیْءٌ إِلَّا عِنْدَ فُلَانٍ فَمُرْهُ یَبِیعُهُ النَّاسَ قَالَ فَحَمِدَ اللَّهَ وَ أَثْنَی عَلَیْهِ ثُمَّ قَالَ یَا فُلَانُ إِنَّ الْمُسْلِمِینَ ذَکَرُوا أَنَّ الطَّعَامَ قَدْ نَفِدَ إِلَّا شَیْئاً عِنْدَکَ فَأَخْرِجْهُ وَ بِعْهُ کَیْفَ شِئْتَ وَ لَا تَحْبِسْهُ.

📚 Al-Kafi, Vol. 5, p. 164

Imam Sadiq (peace be upon him) said: During the time of the Messenger of Allah (peace be upon him and his family), food ran out completely, so the Muslims came to him and said: O Messenger of Allah! The food has run out, and nothing is left except with so-and-so! Therefore, command him to sell it to the people!

So the Messenger of Allah (peace be upon him and his family) praised Allah, thanked Him, and said: So-and-so! The Muslims have remembered that the food has run out, except what is with you! Bring it out and sell it in whatever way you want, and do not hoard it!

✅ According to the above narrations and others, hoarding in specific goods and under specific conditions is considered. When the mentioned goods are deemed hoarded under specific conditions, the individual should be compelled to bring their goods into the open market and sell them at the prevailing market price. It is strictly prohibited to seize their goods, and even setting a price for their sale is not permissible. They must sell it at the current market price.
