✅ Answer: Please refer to the following narrations:

1⃣عَنْ یُونُسَ بْنِ یَعْقُوبَ عَمَّنْ حَدَّثَهُ عَنْ أَبِی عَبْدِ اللَّهِ قَالَ: الْمُسْتَحَاضَةُ تَطُوفُ بِالْبَیْتِ وَ تُصَلِّی وَ لَا تَدْخُلُ الْکَعْبَةَ.

Al-Kafi, Vol. 4, p. 449

Imam Sadiq (peace be upon him) said: A woman experiencing istihadah can perform tawaf around the Kaaba and pray, but she cannot enter the Kaaba!

2⃣عَنْ عَبْدِ الرَّحْمَنِ بْنِ أَبِی عَبْدِ اللَّهِ قَالَ: سَأَلْتُ أَبَا عَبْدِ اللَّهِ عَنِ الْمُسْتَحَاضَةِ أَ یَطَؤُهَا زَوْجُهَا وَ هَلْ تَطُوفُ بِالْبَیْتِ إِلَی أَنْ قَالَ قَالَ کُلُّ شَیْءٍ اسْتَحَلَّتْ بِهِ الصَّلَاةُ فَلْیَأْتِهَا زَوْجُهَا وَ لْتَطُفْ بِالْبَیْتِ.

Al-Tahzib, Vol. 5, p. 400

Abd al-Rahman said: I asked Imam Sadiq (peace be upon him) about a woman experiencing istihadah, whether her husband could have intercourse with her and whether she could perform tawaf around the Kaaba?... until the Imam said: Whatever makes prayer lawful, then her husband may have intercourse with her, and she may also perform tawaf around the Kaaba!

✅ Based on the above narrations and others, a woman who is clean from menstrual blood and is experiencing istihadah is permitted to perform the obligatory tawaf of Hajj and Umrah. Such a woman should perform the ghusl for menstruation and fulfill the obligations of a woman experiencing istihadah, and then perform her obligatory or optional tawaf and the other rituals of Hajj and Umrah.
