Question 1664: Can a widowed woman, who is the head of her household, give her zakat al-fitr to her divorced and impoverished daughter who lives separately?
✅ Answer: Refer to the following narrations:
1⃣ Muhammad bin Sinan narrates that Imam Reza (peace be upon him) wrote to him in response to his questions: 'The reason a father is allowed to take from his child's wealth without permission, while the reverse is not true, is because the child is gifted to the father, as stated in Allah’s words: “He bestows female offspring upon whom He wills, and bestows male offspring upon whom He wills” (Surah Ash-Shura, 42:49). Additionally, the father is responsible for the child’s maintenance during childhood and adulthood and is called upon for accountability. The child is attributed to the father, as Allah says: “Call them by [the names of] their fathers; it is more just in the sight of Allah” (Surah Al-Ahzab, 33:5). The Prophet (peace be upon him) also said: “You and your wealth belong to your father.” However, this does not apply to the mother, who cannot take from her child’s wealth without permission unless authorized by the father, as the father is accountable for the child’s maintenance, whereas the mother is not.'

Hisham bin Salim narrates: Ibn Abi Al-Awja asked Al-Ahwal, 'Why does a woman receive one share of inheritance while a man receives two?' Al-Ahwal mentioned this to Imam Sadiq (peace be upon him), who replied: 'The reasoning is that women are not obligated for blood-money (*diya*), expenses (*nafaqa*), or jihad, among other responsibilities that are assigned to men. Therefore, men receive two shares, and women receive one.'
2⃣عَنْ هِشَامِ بْنِ سَالِمٍ: أَنَّ ابْنَ أَبِی الْعَوْجَاءِ قَالَ لِلْأَحْوَلِ مَا بَالُ الْمَرْأَةِ الضَّعِیفَةِ لَهَا سَهْمٌ وَاحِدٌ وَ لِلرَّجُلِ الْقَوِیِّ الْمُوسِرِ سَهْمَانِ قَالَ فَذَکَرْتُ ذَلِکَ لِأَبِی عَبْدِ اللَّهِ علیه السلام فَقَالَ إِنَّ الْمَرْأَةَ لَیْسَ عَلَیْهَا عَاقِلَةٌ وَ لَا نَفَقَةٌ وَ لَا جِهَادٌ وَ عَدَّدَ أَشْیَاءَ غَیْرَ هَذَا وَ هَذَا عَلَی الرِّجَالِ فَلِذَلِکَ جُعِلَ لَهُ سَهْمَانِ وَ لَهَا سَهْمٌ
📚 Al-Kafi, Vol. 3, p. 552
Imam Sadiq (peace be upon him) said: 'Zakat (obligatory almsgiving) is not given to five groups of people: fathers, mothers, children, slaves, and permanent wives (zawjah da'imah), as their sustenance is the responsibility of the person in question.'
3⃣ عَنْ أَبِي عَبْداللَّه قَالَ: خَمْسَةٌ لَا يُعْطَوْنَ مِنَ الزَّكَاةِ شَيْئاً الْأَبُ وَ الْأُمُ وَ الْوَلَدُ وَ الْمَمْلُوكُ وَ الْمَرْأَةُ وَ ذَلِكَ أَنَّهُمْ عِيَالُهُ لَازِمُونَ لَهُ
📚 Al-Kafi, Vol. 3, p. 552
Imam Sadiq (peace be upon him) said: 'Zakat may be given to brothers, sisters, uncles, aunts, and cousins, but not to grandparents (paternal or maternal).'
4⃣عَنْ زَيْدٍ الشَّحَّامِ عَنْ أَبِي عَبْداللَّهِ قَالَ: فِي الزَّكَاةِ يُعْطَى مِنْهَا الْأَخُ وَ الْأُخْتُ وَ الْعَمُّ وَ الْعَمَّةُ وَ الْخَالُ وَ الْخَالَةُ وَ لَا يُعْطَى الْجَدُّ وَ لَا الْجَدَّةُ
📚 Ilal Ash-Sharaye, p. 371, Hadith 1
Imam Sadiq (peace be upon him) said: 'Zakat is not given to five individuals: children, parents, permanent wives, and slaves.'
5⃣عَنْ أَبِي عَبْداللَّهِ أَنَّهُ قَالَ: خَمْسَةٌ لَا يُعْطَوْنَ مِنَ الزَّكَاةِ الْوَلَدُ وَ الْوَالِدَانِ وَ الْمَرْأَةُ وَ الْمَمْلُوكُ لِأَنَّهُ يُجْبَرُ عَلَى النَّفَقَةِ عَلَيْهِمْ
📚 Tahdhib, Vol. 4, p. 57
Imam Sadiq (peace be upon him) said: 'Do not give zakat to anyone whose livelihood you are responsible for, as they are considered your dependents.'
6⃣عَنْ أَبِي خَدِيجَةَ عَنْ أَبِي عَبْداللَّهِ قَالَ: لَا تُعْطِ مِنَ الزَّكَاةِ أَحَداً مِمَّنْ تَعُولُ
✅ Based on the above narrations, giving zakat to dependents whose maintenance is obligatory is not permissible. However, since women are not responsible for financial maintenance, a widowed woman with a divorced, impoverished daughter who lives separately may give her zakat al-fitr to her needy daughter.
