Question 1656: One of the Shia lives in Oman. Can this person pay the expiation for fasting and the fidya in Iran?

1⃣عَنْ عَبْدِ السَّلَامِ بْنِ صَالِحٍ الْهَرَوِيِّ قَالَ: قُلْتُ لِلرِّضَا يَا ابْنَ رَسُولِ اللَّهِ قَدْ رُوِيَ عَنْ آبَائِكَ فِيمَنْ جَامَعَ فِي شَهْرِ رَمَضَانَ أَوْ أَفْطَرَ فِيهِ ثَلَاثُ كَفَّارَاتٍ وَ رُوِيَ عَنْهُمْ أَيْضاً كَفَّارَةٌ وَاحِدَةٌ فَبِأَيِّ الْحَدِيثَيْنِ نَأْخُذُ قَالَ بِهِمَا جَمِيعاً مَتَى جَامَعَ الرَّجُلُ حَرَاماً أَوْ أَفْطَرَ عَلَى حَرَامٍ فِي شَهْرِ رَمَضَانَ فَعَلَيْهِ ثَلَاثُ كَفَّارَاتٍ عِتْقُ رَقَبَةٍ وَ صِيَامُ شَهْرَيْنِ مُتَتَابِعَيْنِ وَ إِطْعَامُ سِتِّينَ مِسْكِيناً وَ قَضَاءُ ذَلِكَ الْيَوْمِ وَ إِنْ كَانَ نَكَحَ حَلَالًا أَوْ أَفْطَرَ عَلَى حَلَالٍ فَعَلَيْهِ كَفَّارَةٌ وَاحِدَةٌ وَ إِنْ كَانَ نَاسِياً فَلَا شَيْ ءَ عَلَيْه

Harawi says: I asked Imam Reza (AS): O son of the Messenger of Allah (PBUH), there are three expiations narrated from your ancestors for someone who engages in intercourse or breaks the fast during Ramadan, and also one expiation has been mentioned. Which narration should we follow? The Imam replied: Follow both. In such a case, whenever a person in Ramadan engages in forbidden intercourse or breaks the fast with something forbidden, three expiations are required: freeing a slave, fasting two consecutive months, and feeding 60 poor people, along with making up the missed fast. If the person has lawful intercourse or breaks the fast with something lawful, one expiation is required. If it is due to forgetfulness, nothing is required.
2⃣عَنْ أَبِي عَبْدِ اللَّهِ فِي رَجُلٍ أَفْطَرَ مِنْ شَهْرِ رَمَضَانَ مُتَعَمِّداً يَوْماً وَاحِداً مِنْ غَيْرِ عُذْرٍ قَالَ يُعْتِقُ نَسَمَةً أَوْ يَصُومُ شَهْرَيْنِ مُتَتَابِعَيْنِ أَوْ يُطْعِمُ سِتِّينَ مِسْكِيناً فَإِنْ لَمْ يَقْدِرْ تَصَدَّقَ بِمَا يُطِيق

Imam Sadiq (AS) said about a person who deliberately breaks their fast in Ramadan: Either he frees a slave, fasts for two consecutive months, or feeds 60 poor people. If he cannot do these, he gives whatever he can as charity.
3⃣عبدالملك بن عتبة الهاشمي قال: سَأَلْتُ أَبَاالْحَسَنِ عَنِ الشَّيْخِ الْكَبِيرِ وَ الْعَجُوزِ الْكَبِيرَةِ الَّتِي تَضْعُفُ عَنِ الصَّوْمِ فِي شَهْرِ رَمَضَانَ قَالَ تَصَدَّقَ فِي كُلِّ يَوْمٍ بِمُدِّ حِنْطَة

Abdul Malik says: I asked Abu al-Hasan (AS) about an elderly man or woman who is incapable of fasting during Ramadan; the Imam replied: They give a mod of wheat as charity for each day.
4⃣عَنْ مُحَمَّدِ بْنِ مُسْلِمٍ قَالَ سَمِعْتُ أَبَاجَعْفَرٍ يَقُولُ الْحَامِلُ الْمُقْرِبُ وَ الْمُرْضِعُ الْقَلِيلَةُ اللَّبَنِ لَا حَرَجَ عَلَيْهِمَا أَنْ تُفْطِرَا فِي شَهْرِ رَمَضَانَ لِأَنَّهُمَا لَا يُطِيقَانِ الصَّوْمَ وَ عَلَيْهِمَا أَنْ يَتَصَدَّقَ كُلُّ وَاحِدٍ مِنْهُمَا فِي كُلِّ يَوْمٍ يُفْطِرُ فِيهِ بِمُدٍّ مِنْ طَعَامٍ وَ عَلَيْهِمَا قَضَاءُ كُلِّ يَوْمٍ أَفْطَرَتَا فِيهِ تَقْضِيَانِهِ بَعْدُ

Muhammad bin Muslim says: I heard Imam Baqir (AS) say: A pregnant woman close to giving birth and a nursing woman with insufficient milk are not required to fast in Ramadan as they cannot bear it. For each day they break their fast, they must give a mod of food as charity, and they must make up the fast later.
✅ In narrations like the ones above, where for various reasons a person is required to pay expiation or fidya, the amount, type, and deserving recipient are clarified, but there is no restriction on the place of payment. Unlike zakat al-mal and zakat al-fitr, which have specific geographical rulings, expiation and fidya do not have a geographical restriction, and they can be paid in any city or country as long as the amount, type, and conditions of the deserving recipient are observed.
✅ It is clear that if the conditions of the place vary, the person must follow their duty regarding the quantity and type of expiation or fidya and should not reduce the amount or number due to price differences, as such an allowance is not granted.
