Question 254: What is 'Haqq Ma'lum' (Known Right) and what are its areas of use?

✅Answer: The matter will be somewhat clarified with the following two verses and a few hadiths.
For the sake of brevity, the Arabic text of the hadiths has been removed.
✅Allah, the Exalted and Glorified, in Surah al-Ma'arij, in describing those He mentions with praise, says, among other things:
«And those in whose wealth there is a known right, for the beggar and the deprived»
✅And in Surah al-Dhariyat, He mentions a similar description for the pious, and among other things, He says about them:
«And in their wealth there is a right for the beggar and the deprived» .
✅Imam Sadiq (peace be upon him), in a hadith, among the questions he asked Ammar al-Sabati, was: Do you set aside the 'Haqq al-Ma'lum' from your wealth?

✅Imam Sadiq (peace be upon him), who says in a hadith, among other things: But Allah, the Exalted and Glorified, has made obligatory in the wealth of the rich rights other than zakat, and He, the Powerful and Majestic (in verse twenty-four of Surah al-Ma'arij), says:
«And those in whose wealth there is a known right»
So 'Haqq al-Ma'lum' is something other than zakat, and it is something that a person determines and specifies for himself regarding his wealth; and it is obligatory for him to determine and specify it according to his ability and the extent of his wealth; and what he has determined and specified as his duty, if he wishes, he can pay it every day, and if he wishes, every Friday (or week), and if he wishes, every month.

The obligation of Haqq Ma'lum
In a hadith in 📚Mustadrak al-Wasa'il, Vol. 7, p. 35, annual payment is also mentioned in this regard.
✅Imam Sadiq (peace be upon him), in response to a question from Ismail ibn Jabir about the above verses (verses twenty-four and twenty-five of Surah al-Ma'arij in which 'Haqq al-Ma'lum' is mentioned), and whether it is other than zakat? He said: It (is related to) a person to whom Allah grants wealth, and he sets aside from it an amount; a thousand, two thousand, three thousand, less, or more, and with it he maintains his relatives (shows kindness and care), and he removes a heavy burden from his people and compensates for the misfortunes that befall them.

✅And regarding the interpretation of the areas of use of 'Haqq al-Ma'lum', also pay attention to the following hadiths:
✅Imam Sajjad (peace be upon him) in a hadith, in explaining the areas of use of 'Haqq al-Ma'lum' in response to a person who asked about it, said: With it, he maintains a relative (shows kindness and care), and he strengthens a weak person, and he removes a heavy burden from someone, or he shows kindness and care to a brother with whom he has a brotherhood for the sake of Allah; or you use it to compensate for calamities and misfortunes that occur.
Upon hearing this answer, the questioner said: Allah knows best where to place His message.

✅Imam Sadiq (peace be upon him) in response to a person who asked him for a loan until he had an opportunity, asked him: Until an income is earned? He said: By God, no; he said: So until a deal is completed (and its amount is returned)? He said: By God, no; he said: So until a property is sold? He said: By God, no. He said: So you are one of those for whom Allah has placed a right in our wealth; then he called for a pouch that contained dirhams and put his hand inside it and gave him a handful of it. Then he said: Fear Allah and do not be extravagant and do not be stingy, but let your spending be in moderation between these two; and indeed, reckless and excessive spending is from extravagance, and Allah, the Exalted and Glorified (in verse twenty-six of Surah Bani Isra'il), says: «And do not be in any way excessive and reckless in spending»
📚Wasa'il, Vol. 6, p. 27
✅Imam Sadiq (peace be upon him), regarding the interpretation of 'al-mahrum' (the deprived) in verse twenty-five of Surah al-Ma'arij, said: The deprived is a poor and unfortunate person whose livelihood is limited, who has been deprived of the result of his hand's effort in buying and selling.

✅- And in another hadith, he says: The deprived is a person who has no problem with his intellect, but his livelihood has not been made abundant; and he is the same poor and unfortunate person with a limited livelihood and no luck in his livelihood.

✅It has become clear that 'Haqq Ma'lum', according to the verses of the Quran and the narrations received, is something that a person sets aside for himself on a daily, weekly, monthly, or yearly basis according to his financial ability and sets it aside from his wealth and spends it in the mentioned ways.
