✅Answer: Please pay attention to the following narrations:

📚 Al-Tahdhib, Vol. 5, p. 459

Imam Sadiq (peace be upon him) said regarding the saying of Allah, the Exalted and Glorified (in Surah Al-Baqarah, verse 196) which says: 'And complete the Hajj and Umrah for Allah': Both of them (i.e., Hajj and Umrah) are an obligation!

📚 Al-Tahdhib, Vol. 5, p. 433

Imam Baqir (peace be upon him) said: Umrah is obligatory upon people just like Hajj because Allah, the Exalted and Glorified, says (in Surah Al-Baqarah, verse 196): 'And complete the Hajj and Umrah for Allah' and indeed, Umrah was revealed in Medina!

📚 Al-Kafi, Vol. 4, p. 265

Imam Sadiq (peace be upon him) said: Umrah is an obligation upon people, just like Hajj, for one who is capable, because Allah, the Exalted, says: 'And complete the Hajj and Umrah for Allah' and indeed, Umrah was revealed in Medina. I said: Is it sufficient for a person who performs Umrah along with Hajj al-Tamattu'? He said: Yes!

📚 Al-Kafi, Vol. 4, p. 265

Ibn Udhaynah said: I wrote some questions for Imam Sadiq (peace be upon him), some through Ibn Bukayr and some through Abu Al-Abbas. So the Imam's answer came in his own dictation.

I asked about the saying of Allah, the Exalted and Glorified (in Surah Al-Imran, verse 97) which says: 'Hajj to the House is a duty owed to Allah by people who are able to find a way to it'; (the Imam said) the intention is both Hajj and Umrah, because both have been made an obligation!

And I asked about the saying of Allah, the Exalted and Glorified (in Surah Al-Baqarah, verse 196) which says: 'And complete the Hajj and Umrah for Allah'; He said: The meaning of completing is performing them and abstaining from what the person in ihram abstains from!

And I asked about the saying of Allah, the Exalted (in Surah Al-Tawbah, verse 3) which says: 'The Greater Hajj,' what is meant by the Greater Hajj? He said: The Greater Hajj is the standing in Arafat and the stoning of the jamarat, and the Lesser Hajj is Umrah!

📚 Al-Faqih, Vol. 2, p. 450

Imam Sadiq (peace be upon him) said: Umrah has been made an obligation just like Hajj!

✅According to the above verses and narrations and others, both Hajj and Umrah are an obligation and a duty, and anyone who is capable is obligated to perform the duty of Umrah.

✅Of course, if a person performs the Umrah of Hajj al-Tamattu', it is sufficient for the obligation of Umrah.

✅It is clear that those who are only capable of performing Umrah are obligated to perform the duty of Umrah, even if they are not capable of performing Hajj.

✅Umrah is performed in two ways: Umrah al-Tamattu', which is performed along with Hajj al-Tamattu', and Umrah al-Mufradah, which is performed separately, and performing either of them is sufficient for the obligation of Umrah.
