Answer

✅Answer: Please pay attention to the following narrations:

1️⃣ From Abi Hamzah, from Abi Ja'far Muhammad ibn Ali al-Baqir, he said: 'I heard him saying: 'Indeed, no year has less rain than another, but Allah places it wherever He wills! Indeed, Allah, may His glory be exalted, when a people commit sins, He turns away from them the rain that He had decreed for them in that year to others, and to the deserts, seas, and mountains...''

📚 Amali al-Saduq, p. 253

2️⃣ In a hadith, Abu Khalid said: 'I heard Imam Sajjad, peace and blessings of Allah be upon him, saying: 'The sins that withhold the rain of the sky are: the injustice of judges in their judgments, false testimony, concealing testimony, preventing zakat, a loan, and ma'un (small kindnesses), hard-heartedness toward the poor and needy, oppressing orphans and widows, scolding a beggar, and turning him away at night!''

📚 Ma'ani al-Akhbar, p. 270

3️⃣ From Abi Walad al-Hannat, he said: 'I rented a mule to go to Qasr Ibn Hubayrah and back for such-and-such an amount, and I went out in search of a debtor of mine. When I was near the bridge of Kufa, I was informed that my companion had gone to al-Nil, so I went there, and when I reached al-Nil, I was told that my companion had gone to Baghdad. So I followed him and found him and settled the matter between me and him, and we returned to Kufa, and my journey took fifteen days. So I explained my excuse to the owner of the mule and wanted to get his permission for what I had done and to satisfy him, so I offered him fifteen dirhams.'

But he refused to accept, so we agreed to go to Abu Hanifah.

I told Abu Hanifah my story, and the man also told him his story. Abu Hanifah asked me: 'What did you do with the mule?' I said: 'I returned it to him safely.' He said: 'Yes, he returned it, but after fifteen days!' He said: 'So what do you want from this man?' He said: 'I want the rent for my mule, as he kept it from me for fifteen days.' Abu Hanifah said: 'I don't see that you have a right, because he rented it to go to Qasr Ibn Hubayrah, but he disobeyed and rode it to al-Nil and to Baghdad, so he is responsible for the value of the mule, and the rent is nullified. When he returned the mule safely and you received it, he is not obligated to pay the rent.' So we left him, and the owner of the mule kept repeating the phrase of return to Allah (inna li Allahi wa inna ilayhi raji'un)!

I felt pity for him because of the verdict Abu Hanifah had given, so I gave him some money and asked for his forgiveness. That year I went to Hajj and told the story to Imam Sadiq, peace and blessings of Allah be upon him, and also told him about Abu Hanifah's verdict. The Imam said: 'It is because of these judgments and their likes that the sky withholds its rain and the earth prevents its blessings!'

I said: 'What do you say?' He said: 'I say that you must pay him the full rent for the mule for the journey from Kufa to al-Nil, and the rent for the mule from al-Nil to Baghdad, and the rent for the mule from Baghdad to Kufa.'
