✅ Answer:

1 قَالَ الصَّادِقُ : كُلُّ شَيْ ءٍ مُطْلَقٌ حَتَّى يَرِدَ فِيهِ نَهْيٌ

📚 Al-Faqih, Vol. 1, p. 317

Imam Sadiq (peace be upon him) said: 'Everything is absolute (permissible) until a prohibition is received about it.'

✅ No prohibition has been received for a menstruating woman touching the turbah of Imam Husayn (peace be upon him), and therefore it is permissible. But pay attention to some of the etiquettes of the turbah of Sayyid al-Shuhada (the Master of Martyrs), peace be upon him:

2 عَنْ مُعَاوِيَةَ بْنِ عَمَّارٍ قَالَ: كَانَ لِأَبِي عَبْدِ اللَّه خَرِيطَةُ دِيبَاجٍ صَفْرَاءُ فِيهَا تُرْبَةُ أَبِي عَبْدِ اللَّهِ فَكَانَ إِذَا حَضَرَتْهُ الصَّلَاةُ صَبَّهُ عَلَى سَجَّادَتِهِ وَ سَجَدَ عَلَيْهِ ثُمَّ قَالَ إِنَّ السُّجُودَ عَلَى تُرْبَةِ أَبِي عَبْدِ اللَّهِ يَخْرِقُ الْحُجُبَ السَّبْعَ.

📚 Misbah al-Mutahajjid, p. 677

Mu'awiyah ibn Ammar said: 'Imam Sadiq (peace be upon him) had a small yellow silk bag in which there was the turbah of Imam Husayn (peace be upon him), and during prayer, he would pour it on his prayer mat and prostrate on it, and he would say: 'Prostrating on the turbah of Imam Husayn (peace be upon him) tears the seven veils!'

3 It was said to Imam Sadiq (peace be upon him): 'The turbah of Imam Husayn is a cure for every ailment, so is it also a protection from every fear?' He said: 'Yes! Whenever one of you wants it to be a protection from every fear, he should take a rosary from the turbah and recite the supplication of sleeping on the bed three times and then kiss it and place it on his eyes and say:

اللَّهُمَّ إِنِّي أَسْأَلُكَ بِحَقِّ هَذِهِ التُّرْبَةِ وَ بِحَقِّ صَاحِبِهَا وَ بِحَقِّ جَدِّهِ وَ بِحَقِّ أَبِيهِ وَ بِحَقِّ أُمِّهِ وَ أَخِيهِ- وَ بِحَقِّ وُلْدِهِ الطَّاهِرِينَ اجْعَلْهَا شِفَاءً مِنْ كُلِّ دَاءٍ وَ أَمَاناً مِنْ كُلِّ خَوْفٍ وَ حِفْظاً مِنْ كُلِّ سُوءٍ

Then he should put it in his breast pocket. So if he does this in the morning, he is safe until the evening, and if he does it in the evening, he is safe until the morning.'

4 عَنْ عَلِيِّ بْنِ مُحَمَّدٍ رَفَعَهُ قَالَ: قَالَ: الْخَتْمُ عَلَى طِينِ قَبْرِ الْحُسَيْنِ أَنْ يُقْرَأَ عَلَيْهِ إِنَّا أَنْزَلْنَاهُ فِي لَيْلَةِ الْقَدْرِ.

📚 Al-Kafi, Vol. 4, p. 588

(The Imam, peace be upon him) said: 'The sealing of the dust of the grave of Husayn (peace be upon him) is that (Surah) 'Inna Anzalnahu fi Laylatil-Qadr' (Indeed, We sent it down on the Night of Decree) is recited on it.'

5 Imam Sadiq (peace be upon him) said in a hadith about the turbah of Imam Husayn (peace be upon him): 'Indeed, what spoils it and ruins it is what is mixed with it from its container and the lack of certainty of the person who seeks healing with it.'

But a person who is certain that it is a cure for him, when he seeks healing with it, with the permission of Allah, it will be sufficient for him from the other things with which he seeks healing!'

And also the devils and jinn from the people of disbelief spoil it by touching it, and it does not pass by anything except that it smells it.

But the devils and the disbelieving jinn are envious of the children of Adam concerning it, and they touch it and destroy most of its pleasant scent, and nothing of the turbah leaves the sanctuary except that countless numbers of them are prepared for it. And by Allah, the turbah is in the hand of its owner, and they touch it, and despite the presence of the angels, they cannot enter the sanctuary, and if anything of the turbah remains safe, no one is cured with it except that he is cured at that very hour. So when you take it, hide it and cover it, and increase the remembrance of Allah, the Mighty and Exalted, on it.

And I have been informed that some of those who take some of it treat it lightly, to the point that some of them throw it in the saddlebag of a camel, mule, or donkey, or in a food container, or in a handkerchief with which they wipe their hands from food, or in a saddlebag or in a sack!

So how can a person seek healing from it when its state in his view is like this? Rather, the heart of the one who lacks certainty and considers it worthless, his action will ruin it for him!'

اللَّهُمَّ صَلِّ عَلَی مُحَمَّدٍ وَ آلِ مُحَمَّدٍ

وَ عَجِّلْ لِوَلِیِّکَ الْفَرَجَ وَ الْعَافِیَةَ وَ النَّصْرَ

Reciting Surah Al-Qadr on the turbah of Sayyid al-Shuhada (the Master of Martyrs), peace be upon him.
