Answer
✅ Answer: Consider the following narrations:

Ya'qub bin Shu'aib said: I asked Imam Sadiq (peace be upon him) about a Muhrim who ties a pouch containing dirhams (money) in his clothes. The Imam said: Yes! And he can also wear a belt and a money pouch.

Abu Basir said: I asked Imam Sadiq (peace be upon him) about a Muhrim tying a turban around his stomach. The Imam said: No! Then he added: My father used to say: He should tie a belt containing his money around his stomach to keep it safe, because it is part of completing his Hajj.
📚 Al-Faqih, Vol. 2, p. 346
Yunus bin Ya'qub said: I asked Imam Sadiq (peace be upon him): Can a Muhrim tie a money pouch around himself? He said: Yes! What will he do without his money?!
📚 Al-Faqih, Vol. 2, p. 346
Imam Sadiq (peace be upon him) said: A Muhrim ties a turban around his stomach and, if he wants, he can wrap it around the place of the Izar (loincloth) but he should not bring it up towards his chest.
📚 Al-Kafi, Vol. 4, p. 343

✅ Considering the above narrations and others, a Muhrim man can wear a belt and a money pouch to hold his money and belongings around his waist, or wrap a turban around the place of the Izar.
However, based on the following narration from the book Al-Ihtijaj, it is advisable for a Muhrim to secure his Izar using the Izar itself without tying it in a usual manner and to use the belt solely for holding belongings, even though it may help in securing the Izar:
📚 Al-Ihtijaj, p. 485
In another letter to Hamiri, Imam Al-Mahdi (peace be upon him) answered questions he asked in the year 307 AH. One of the questions was about a Muhrim: Is it permissible to tie something around the Izar instead of knotting it, which is prohibited? The Imam (peace be upon him) replied: It is not permissible to secure the Izar with anything other than itself, whether it be a band or anything else!
