Answer

✅ Answer: The prohibition of looking at a woman who does not have full covering is established and clear from the Quran and narrations. The narrations in question are about the condemnation of looking at the backs of women even with clothes and a chador, which will be presented below to the questioner:

📚 Faqih, vol. 4, p. 19

Imam al-Sadiq (peace of God be upon him) said: Those who look at the backs of women are not safe from being afflicted with such a matter concerning their own women! (Meaning, that foreign men look at the backs of their own women and mahrams!)

📚 Faqih, vol. 4, p. 19

Imam al-Kazim (peace of God be upon him) said regarding the saying of God, the Almighty and Glorious (in Surah al-Qasas, verse 26) (which the daughter of Shu'ayb said to her father): 'O my father! Hire him (meaning Prophet Moses, peace of God be upon our Prophet and his family and him), for the best one to hire is the strong and trustworthy.' He said: Prophet Shu'ayb (peace of God be upon our Prophet and his family and him) said to her: O my daughter! This person is strong because he lifted a large stone, but how did you know he is trustworthy?! So the daughter of Shu'ayb said: O my father! I was walking in front of him, and Moses (peace be upon him) said: Walk behind me and if I get lost, guide me to the path, for we are a people who do not look at the backs of women!

📚 Al-Faqih, vol. 4, p. 19

Abu Basir said to Imam al-Sadiq (peace of God be upon him): A man passes by a woman and that man looks at her back (what is the ruling)?! The Imam said: Does one of you like that his wife and relatives are looked at?! I said: No! The Imam said: So like for others what you like for yourself!

📚 Al-Kafi, vol. 5, p. 553

Imam al-Sadiq (peace of God be upon him) said: Don't those who look at the backs of women fear being afflicted with this matter concerning their own women?!

📚 Al-Kafi, vol. 2, p. 138

Imam al-Sadiq (peace of God be upon him) said: It is written in the Torah: Be as you wish! As you treat others, you will be treated!

✅ According to the above narrations and others, looking at the backs of non-mahram women, even if they are covered with a chador, is condemned. On paths and elsewhere, one should turn his gaze away from the backs of women, and those who commit this ugly act should know that such behavior will be done to their own women, mahrams, and relatives.

✅ Of course, nowadays, many people do not care to do such a thing or have it done to their women, and one of the reasons for this is that various types of music are played for them day and night from modern devices and they do not care:

6 From Ishaq ibn Jarir who said: I heard Abu Abdillah (peace of God be upon him) saying: There is a devil named Qafandar who, if a barbat is played in a man's house for forty mornings and men enter upon him, that devil places every limb of his on the corresponding limb of the owner of the house, and then he blows into it once, and after that, that man no longer has any jealousy, to the point that his women are violated but he does not show any jealousy!
